Practical steps.
The practical steps for selecting a topic include: reviewing catalogs of defended dissertations on the research topic, analyzing no fewer than 10 works; studying the topics of grants awarded by scientific foundations (RSF, RFBR, grants of the President of the Russian Federation) on the research topic; reviewing scientific periodicals and scholarly works in the chosen field (articles, monographs, books); reflecting on the scientific experience of predecessors in order to find unresolved questions, or ones previously solved but not meeting the current state of science; critically assessing the topic for alignment with strategic policy documents (a priority of the Strategy for Scientific and Technological Development of the Russian Federation, solving problems set out in the National Projects, etc.);
Requirements for the number of publications in peer-reviewed journals from the VAK list. (approved by order of the Ministry of Science and Higher Education of the Russian Federation of December 17, 2018, No. 1556)
